The effect of Section 271 on competitive entry into local telecommunications markets: an initial evaluation
نویسندگان
چکیده
In 1996 Congress passed the landmark Telecommunications Act (hereafter “the Act”). The Act, under Section 271, allowed the Regional Bell Operating Companies to offer long distance service to their local customers in exchange for opening their own local networks to local competitors in that state. Using a state-level panel data set we evaluate the effect of FCC Section 271 decisions on entry into the local telephone exchange market. OLS and Poisson estimates suggest that Section 271 approvals increase the number of local competitive entrants before and during the year the approval is granted. We obtain no statistically significant and robust results for the effects of Section 271 approval on entry during the following year. In addition, the estimates suggest that Section 271 denials have no statistically significant effect on the entry of local competitors. Journal of Economic Literature Classification #s: L96, L43, K23

Assessing the Effectiveness of Section 271 Five Years After the Telecommunications Act of 1996
A major goal of the Telecommunications Act of 1996 is to promote competition in both the local exchange and long distance wireline markets. In section 271 Congress permitted the Bell Operating Companies (BOCs) to enter the long distance market only if they demonstrate to the FCC that they have complied with the market-opening requirements of section 251. This paper examines the logic behind sec...
متن کاملThe Role of Incentives for Opening Monopoly Markets: Comparing GTE and BOC Cooperation with Local Entrants
While the 1996 Telecommunications Act requires all incumbent local telephone companies to cooperate with local entrants, section 271 of the Act provides the Bell companies—but not GTE—additional incentives to cooperate. Using an original data set, I compare the negotiations of AT&T, as a local entrant, with GTE and with the Bell companies in states where both operate. My results suggest that th...

Competition has become a preferred means to promote investment in digital infrastructure. The U.S. Telecom Act, the WTO Reference Paper and EC Directives each adopt policies that encourage facilities-based entry into telecommunications markets to expand service coverage and to accelerate deployment of advanced technologies. Yet despite its popularity, empirical evidence that this policy stimula...
متن کاملCompetition and Subsidies in the Deregulated U.S. Local Telephone Industry∗
The 1996 Telecommunications Act opened the monopolistic U.S. local telephone industry to new entrants. However, substantial entry costs have prevented some markets from becoming competitive. We study various subsidy policies designed to encourage entry. We estimate a dynamic entry game using data on both potential and actual entrants, allowing for heterogeneous option values of waiting. We find...
